Launched from Bengaluru, a city in southern India, Qradio is a 24/7 online radio channel offered by Radiowalla.in, a multichannel Internet radio platform running over 30 stations. A video on social media shows a gay man in Russia being beaten and raped with a bottle by a group of men who wanted him to "repent for his sins," according to an Advocate.com item. Reporters for Radio Free Europe/Radio Liberty said they had seen the video, which is on a mobile-phone application; while they could not verify its authenticity, they did speak to a man who claimed to have participated in the assault. The assault reportedly took place in the city of Novosibirsk, although police allegedly were not aware of any such attack. The video is similar to one that surfaced in August on a Russian social-networking site of a group attempting to make a transgender woman sit on a bottle.
In Canada, the New Democratic Party in Manitoba has passed an anti-bullying bill requiring schools to accommodate gay-straight alliances, as well as clubs promoting equality between students of different genders, races and abilities, Pink News reported. Bill 18 was passed during the closing session of the legislature Sept. 13; more than Manitobans spoke at public hearings on the bill. Education Minister Nancy Allan said gay-straight alliances provide a safe place for young people during a vulnerable time in their lives.

Best told the Moscow Times her reasons for coming out: "First, it would have been very difficult for me personally not to come out. Second, having represented people in the Manezh Square, Primorsky partisans, and Bolotnaya cases, when those finished up I finally had the opportunity to come out. Third, my coming out was a protest against what is going on in Russia today. I couldn't just sit there and do nothing."
In Scotland, authorities have released the description of a man who attacked two gay men Sept. 14 outside a nightspot in Edinburgh, Gay Star News reported. Two victims, ages 26 and 27, were attacked outside Planet Out gay bar. The 26-year-old was walking past a store after leaving the bar when he turned around and saw his friend on the ground. When he returned to help, he was struck in the face by the attacker, who also made an anti-gay slur.
