Howard Brown Health Center is moving into the second phase of its HIV-prevention program in the People's Republic of China.
Within the past year, HBHC has started work to develop a model prevention program in Zhejiang Province in the People's
Republic of China. Various organizations and universities have worked at a distance to understand the HIV and AIDS epidemics in
this country. Still, no program outside China has interacted directly with the Chinese people by seeking out its most at-risk
populations—men who have sex with men, intravenous drug users, and female sex workers.
Being gay in China is not against the law. Still, the gay population there is vaguely visible, keeping gay venues underground,
undercover and out of mind. Because of its expertise, Howard Brown representatives accepted an invitation to the Zhejiang Province
last fall to talk to educators and health officials about HIV prevention, with the intent of developing a model HIV prevention model in
two to three cities in the province.
